The United States appears to be offering Russia an “exit ramp”—a carefully constructed path to move back from its deep economic and political isolation. This strategy is being pursued as Washington simultaneously closes the door on tariff-free trade with India.
The isolation of Russia since 2022 has been comprehensive. The goal was to make the country a pariah state, cut off from Western markets, technology, and finance.
The current US proposals represent a significant reversal of this approach. A deal involving Exxon Mobil and the potential for Russia to buy US equipment for its LNG projects would be a major step towards reintegrating Russia into the global economy. This is the “exit ramp” being offered in exchange for peace in Ukraine.
The irony is that to build this exit ramp for an adversary, the US is building a wall in front of an ally. The 50% tariffs on India create a new barrier, pushing a partner away while beckoning a foe to come closer. This complex maneuver represents a fundamental reshaping of the diplomatic landscape.
